The Assembly also called on States in situations of political transition to take effective steps to ensure the participation of women on equal terms with men in all phases of political reform, from decisions on whether to call for reforms in existing institutions to decisions regarding transitional governments, through the formulation of government policy, to the means of electing new democratic governments.

The Working Group has recommended that Member States apply a gender perspective to the implementation of the right to development and has agreed to seek to build and disseminate practical means, based on country experiences, to ensure the participation of women on equal terms with men in all fields related to the realization of the right to development (E/CN.4/2005/25, para. 54 (f)).

It reiterates, in this regard, " the need to apply a gender perspective to the implementation of the right to development " , as noted by the General Assembly in resolution 55/108, and to the appeal by the Commission on Human Rights to " ensure the participation of women on equal terms with men in all fields of the realization of the right to development " (resolution 2001/9).
