We agree with the Committee's finding that the reservation introduced by Spain on its ratification of the Optional Protocol in the particular circumstances of the case cannot be regarded as an obstacle to the examination of the merits of the communication of the author under article 5, paragraph 2 (a), of the Optional Protocol.
