At the ninth Meeting of Heads of State and Government of the Permanent Mechanism for Consultation and Concerted Political Action, held recently at Quito, Ecuador, the Governments of the 14 American countries members of the Rio Group had reaffirmed their condemnation of terrorism in all its forms and their determination to combat it in a vigorous and concerted manner.

2. The Panamanian Government, within the framework of the Permanent Mechanism for Consultation and Concerted Political Action (Rio Group), approved the resolutions issued on 8 March and 14 October 1996, which emphatically reject the Helms-Burton Act.

Last August last I had the great honour of chairing in Asunción the eleventh summit of the Heads of State and Government of the Permanent Mechanism for Consultation and Policy Coordination — the Rio Group — the members of which are Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Mexico, Guyana, Honduras, Panama, Paraguay, Peru, Uruguay and Venezuela.

The decision of France to resume testing in the Pacific has been criticized, inter alia, by the Permanent Mechanism for Consultation and Policy Coordination (Rio Group), 108/ the South Pacific Forum, 109/ the South Pacific States Members of the United Nations, 110/ and the Movement of Non-Aligned Countries, 111/ as well as by the many Governments which have referred to the issue in the current session of the General Assembly.

23. We, Heads of State and Government, meeting in Quito, would like to express our gratitude to the President of the Republic of Ecuador, Sixto Durán Ballén, to his Government and to the people of Ecuador and we congratulate them on the efficient organization and conduct of the ninth summit of the Permanent Mechanism for Consultation and Policy Coordination.
