A member of the Assembly which is in arrears in the payment of its financial contributions to the Authority shall have no vote if the amount of its arrears equals or exceeds the amount of the contributions due from it for the preceding two full years.

I should like to remind delegations that under Article 19 of the Charter a member of the United Nations which is in arrears in payment of its financial contributions to the Organization shall have no vote in the General Assembly if the amount of its arrears equals or exceeds the amount of the contributions due from it for the preceding two full years.

Thus, for example, only those contributions that fell due and payable between 1 January 1999 and 31 December 2000 were included in the amount of the contributions due for the preceding two full years for purposes of calculating Article 19 as at 1 January 2001.

١٩ - ولاحظ اﻷمين العام المساعد أيضا أن ممارسة اﻷمانة العامة، التي تتمثل في حساب مبلغ الاشتراكات المستحقة فيما يتصل بكامل السنتين الماضيتين بالمعدلات اﻹجمالية، غير محددة في القواعد المالية، ولكنها ما فتئت تُبلغ بانتظام إلى الجمعية العامة.
