The notice shall contain, at a minimum, the name and address of the procuring entity, a brief description of the services to be procured, the means of obtaining the request for proposals or prequalification documents and the price, if any, charged for the request for proposals or for the prequalification documents.

(3) (a) Standardized features, requirements, symbols and terminology relating to the technical and quality characteristics of the goods, construction or services to be procured shall be used, where available, in formulating any specifications, plans, drawings and designs to be included in the prequalification documents, solicitation documents or other documents for solicitation of proposals, offers or quotations;
)٣( )أ( تستخدم السمات والاشتراطات والرموز والمصطلحات الموحدة ذات الصلة بالخصائص التقنية والنوعية للسلع أو اﻹنشاءات أو الخدمات المراد اشتراؤها، إذا كانت متوفرة، في وضع المواصفات والخرائط والرسوم والتصاميم التي ستدرج في وثائق التأهيل أو غيرها من وثائق التماس العطاءات أو عروض اﻷسعار؛

In some countries, a high price may be charged for the prequalification documents, while in other countries that price might reflect only the cost of printing the prequalification documents and providing them to the candidates.
١٤ - في بعض البلدان قد يفرض ثمن عال للحصول على وثائق اثبات اﻷهلية المسبق ، في حين أنه قد لا يتجاوز في بلدان أخرى تكلفة طباعة وثائق اثبات اﻷهلية المسبق وتوفيرها للمرشحين .

5. Prequalification proceedings The awarding authority should respond to any request by a project consortium for clarification of the prequalification documents that is received by the awarding authority within a reasonable time prior to the deadline for the submission of applications to prequalify.
٣٤ - ينبغي للسلطة مانحة الامتياز أن تستجيب ﻷي طلب يقدمه اتحاد المشروع لتوضيح وثائق اثبات اﻷهلية المسبق وتتلقاه السلطة مانحة الامتياز في غضون فترة معقولة من الزمن وقبل الموعد النهائي لتقديم الطلبات لاثبات اﻷهلية المسبق .

No criterion, requirement or procedure with respect to the qualifications of project consortia should be used that has not been set forth in the prequalification documents (see para. 44).
