8.4 In accordance with article 4, paragraph 2 (e), of the Optional Protocol, the Committee shall declare a communication inadmissible where the facts that are the subject of the communication occurred prior to the entry into force of the present Protocol for the State party concerned unless those facts continued after that date.

2. If a State becomes a party to the present Protocol after its entry into force, the obligations of that State visàvis the Committee shall relate only to violations of the rights set forth in the Convention and/or the first two Optional Protocols thereto occurring after the entry into force of the present Protocol for the State concerned.
2 - إذا أصبحت دولـة ما طرفا في هـذا البروتوكول بعد تاريخ بدء نفاذه، لا تتعلق التزامات تلك الدولة إزاء اللجنة إلا بانتهاكات الحقوق المنصوص عليها في الاتفاقية و/أو في بروتوكوليها الاختياريين الأولين التي تكون قد وقعت بعد بدء نفاذ هذا البروتوكول بالنسبة إلى الدولة المعنية.
