I. Introduction 1. The United Nations Population Fund (UNFPA) mission statement declares that UNFPA promotes the right of every woman, man and child to enjoy a life of health and equal opportunity and supports countries in using population data for policies and programmes to reduce poverty and to ensure reproductive rights and gender equality.

The previous mandate holder, Miloon Kothari, adopted an approach stressing the indivisibility of human rights and defined the human right to adequate housing as " the right of every woman, man, youth and child to gain and sustain a safe and secure home and community in which to live in peace and dignity " (A/HRC/7/16, para. 4).

Following the recognition of the right to adequate housing in article 11, paragraph 1, of the International Covenant on Economic, Social and Cultural Rights and other international instruments, the Special Rapporteur has adopted a working definition of the right as " the right of every woman, man, youth and child to gain and sustain a secure home and community in which to live in peace and dignity " (E/CN.4/2001/51, para. 8).
