7. In 1991, the Scientific and Technical Committee of the International Decade for Natural Disaster Reduction declared early-warning for disaster reduction as one of the Decade's three programme targets.

Practical targets were established by the Scientific and Technical Committee of the Decade, which remain as valid today as when they were conceived at the beginning of the Decade.

In defining specific targets to be achieved during the Decade, the Scientific and Technical Committee of the Decade called primarily for action at the national level, with supporting action at the regional and global levels. Thus, by the year 2000 all countries, some through regional arrangements, should have in place the following:

At the same meeting, the Conference elected, by acclamation, the following ex officio Vice-Presidents: the Chairman of the Special High-level Council, the Chairman of the Scientific and Technical Committee of the International Decade for Natural Disaster Reduction, the Chairman of the Preparatory Group of the Scientific and Technical Committee for the Conference and " the Father " of the Decade, Mr. Frank Press.

Under the auspices of the Scientific and Technical Committee of the Gore-Chernomyrdin Commission, NASA, the Russian Ministry of Science and Technology Policy (MinSci), and the Russian Space Agency (RSA) signed the Memorandum of Understanding on Cooperation Relating to the Space Biomedical Center for Training and Research.

The report concludes that Member States must agree on the form of the final event for the Decade and cites in this respect the proposal by the Scientific and Technical Committee of IDNDR to devote the high-level segment of the summer session of the Economic and Social Council in 1999 to the issue of disaster reduction and future institutional arrangements for the twenty-first century.

(i) the Scientific and Technical Committee of the IDNDR reaffirmed at its ninth session, held in Geneva from 13 to 17 October 1997, the need for Governments all around the world to integrate disaster reduction and risk management as an essential element of their development planning and sustainable development policies.

UNDP would be in close contact with the Emergency Relief Coordinator as well as OCHA and other bodies such as the International Federation of Red Cross and Red Crescent Societies and, for technical matters, with the Scientific and Technical Committee of the International Decade for Natural Disaster Reduction, which served as an overall umbrella group for discussion and dissemination of scientific and technical information.
