9. Consideration of the report of the Secretariat on the establishment of licensing systems:

At the eighteenth Meeting of the Parties to the Montreal Protocol, the Parties adopted decision XVIII/35 which, among other things, urged Parties to the Montreal Amendment that had not yet done so to provide information to the Secretariat on the establishment of import and export licensing systems and to establish such systems as a matter of urgency.
2 - وفي الاجتماع الثامن عشر للأطراف في بروتوكول مونتريال، اعتمدت الأطراف المقرر 18/35 الذي يقضي بجملة من الأمور منها حثّ الأطراف في تعديل مونتريال، التي لم تقدّم بعد معلومات إلى الأمانة عن إنشاء نظم لتراخيص الاستيراد والتصدير، على القيام بذلك وعلى إنشاء هذه النظم على وجه السرعة.

Twelve Parties that have ratified the Montreal Amendment and are subject to the provisions of Article 4B of the Protocol, following the elapse of more than three months since the entry into force of the Amendment, have not yet reported to the Secretariat on the establishment and operation of licensing systems.

The Committee endorsed the proposal tabled by the Secretariat on the establishment of a subprogramme at ECA on climate change and development, as it considered that this would go a long way towards addressing climate change and the development challenges on the continent in an effective and sustainable manner.
