(a) The Special Envoy of the Secretary-General for Syria (full-time) will be located in Brussels (away from Geneva where the Office is located);

a The Office of the Special Envoy of the Secretary-General for Syria proposes the redeployment of 5 positions from Geneva to Damascus and concurrent reclassification of these positions from General Service (Other level) to Local level.

(a) The Office of the Special Envoy of the Secretary-General for Syria ($1.5 million) and the Office of the Special Envoy of the Secretary-General for the Sahel ($0.5 million), owing mainly to the actual vacancy rate for international staff being higher than budgeted;
(أ) مكتب المبعوث الخاص للأمين العام إلى سورية (1.5 مليون دولار) ومكتب المبعوث الخاص للأمين العام إلى منطقة الساحل (0.5 مليون دولار)، ويعزى الفرق أساساً إلى زيادة معدل الشغور الفعلي للوظائف الدولية عما أُدرج في الميزانية؛

(أ) مكتب المبعوث الخاص للأمين العام إلى سورية ( نقل خمس وظائف مع إعادة تصنيفها): يُقترح نقل5 وظائف من فئة الخدمة الميدانية من جنيف إلى دمشق، مع إعادة تصنيفها لتصبح من وظائف الرتبة المحلية (انظر الفقرة 79 أدناه)؛

18. Upon request, the Advisory Committee received a list of 50 positions that had been vacant for over a year as at 30 September 2014, of which 6 positions had been vacant for almost two years or longer (2 in UNAMA and 4 in the Office of the Special Envoy of the Secretary-General for Syria), including 1 vacant for 4 years in UNAMA.
١٨ - وتلقت اللجنة الاستشارية، بناء على طلبها، قائمة بـعدد 50 وظيفة كانت شاغرة منذ أكثر من سنة في 30 أيلول/سبتمبر 2014، من بينها 6 وظائف ظلت شاغرة لما يقرب من سنتين أو أكثر (وظيفتان في بعثة الأمم المتحدة لتقديم المساعدة إلى أفغانستان وأربع وظائف في مكتب المبعوث الخاص للأمين العام إلى سورية)، بما في ذلك وظيفة واحدة ظلت شاغرة لمدة 4 سنوات في بعثة الأمم المتحدة لتقديم المساعدة إلى أفغانستان.

The Advisory Committee recommends the following: (a) review of the positions in UNAMA in connection with the preparation of the 12-month budget for the mission (see sect. IV.D below); and (b) abolishment of 1 of the 4 vacant positions in the Office of the Special Envoy of the Secretary-General for Syria (see sect. IV.A below).
وتوصي اللجنة الاستشارية بما يلي: (أ) استعراض الوظائف في بعثة الأمم المتحدة لتقديم المساعدة إلى أفغانستان فيما يتعلق بإعداد ميزانية الاثني عشر شهرا لهذه البعثة (انظر الفرع رابعا - دال أدناه)؛ (ب) وإلغاء وظيفة واحدة من بين الوظائف الأربع الشاغرة في مكتب المبعوث الخاص للأمين العام إلى سورية (انظر الفرع رابعا - ألف أدناه).

At present, there are no other extrabudgetary positions providing direct support to the Office of the Special Envoy of the Secretary-General for Syria.

Taking into account that the functions of the five security-related positions are no longer required in Geneva and the need for additional security capacity in Damascus, the Advisory Committee recommends that the five positions at the General Service (Other level) be abolished in Geneva and five new positions at the local level be established in Damascus in the Office of the Special Envoy of the Secretary-General for Syria.
ومع مراعاة أن مهام الوظائف الخمس المتصلة بالأمن في جنيف لم تعد هناك حاجة إليها ومراعاة الحاجة إلى قدرات أمنية إضافية في دمشق، توصي اللجنة الاستشارية بإلغاء وظائف فئة الخدمات العامة الخمس (الرتب الأخرى) في جنيف وإنشاء خمس وظائف جديدة بالرتبة المحلية في دمشق في مكتب المبعوث الخاص للأمين العام لسورية.
