إن قادة رواندا وتنزانيا وزائير ومنظمة الوحدة الافريقيـــة، دعوا في اجتماع قمتهم اﻷخير في كيغالي برواندا إلى إنشاء قوة دولية ﻹقرار الحالة وبناء الثقة وطلبوا إلى اﻷمين العام لﻷمم المتحدة بإنشائها، بالتعاون مع اﻷمين العام لمنظمة الوحدة الافريقية.
