Mr. Halbwachs (Controller), introducing the report of the Secretary-General on results-based budgeting (A/53/500 and Add.1), said that, in 1997, in connection with the programme for reform, the Secretary-General had suggested that he should enter into a dialogue with Member States on the question of shifting the United Nations budget from a system of input budgeting to one of results-based accountability.
