Mr. Busuttil (Director for Management, United Nations Conference on Trade and Development (UNCTAD)) introduced the report of the Secretary-General on the external debt crisis and development (A/59/219) which complemented the Secretary-General's report on the follow-up to and implementation of the outcome of the International Conference on Financing for Development (A/59/270).

Mr. Jha (India), having stated that his delegation associated itself with the statement made by the representative of Qatar on behalf of the Group of 77 and China, noted that the report of the Secretary-General on the external debt crisis and development (A/59/219) said that the net transfer of resources to developing countries had remained negative, reaching an alarming level of $248 billion in 2003.
