4. Authorizes the Secretary-General to expand the size of the United Nations Mission of Observers in Tajikistan in accordance with his recommendations;

In the operational plan for the mission detailed by the Secretary-General in his reports of 4 and 11 September 1997 to the Security Council (S/1997/686 and Add.1), the need for a civilian police function was described. The Council, in its resolution 1138 (1997), authorized the Secretary-General to expand the size of UNMOT in accordance with the Secretary-General's plan.
