وإذ يعرب عن تقديره لما طرأ من تحسن على الحالة بوجه عام، اﻷمر الذي تحقق على يد عملية اﻷمم المتحدة الثانية في الصومال، ولاسيما القضاء على الجوع، وانشاء عدد كبير من مجالس المقاطعات، وفتح المدارس وعودة الشعب الصومالي في معظم مناطق البلد الى ممارسة حياته العادية،

6. The Summit reaffirmed the need to continue to assist the Somali people in finding a peaceful solution to the conflict and further stressed that the ultimate responsibility for resolving the conflict rests with the Somali people.
٦ - وأكد مؤتمر القمة من جديد ضرورة مواصلة مساعدة الشعب الصومالي في الوصول إلى حل سلمي للصراع. وشدد كذلك على أن المسؤولية النهائية لحل الصراع تقع على عاتق الشعب الصومالي.

The draft resolution further urges all States and non-governmental organizations (NGOs) to assist the Somali people in embarking on the rehabilitation of basic social and economic services, as well as institution-building aimed at the restoration of the structures of civil governance throughout Somalia.
ويحث مشروع القرار أيضا جميع الدول والمنظمات غير الحكومية على مساعدة الشعب الصومالي في البدء بإعادة تأهيل الخدمات الاجتماعية والاقتصادية الأساسية، وأيضا بناء المؤسسات بهدف استعادة هياكل الحكم المدني الرشيد في جميع أنحاء الصومال.

98. The new Government of Somalia will have to develop a blueprint to translate its vision for the next phase of stabilization and peacebuilding. I welcome the interest throughout Somalia in pursuing that new vision and reiterate the willingness of the United Nations to support the Somali people in driving this important initiative forward.
98 - ويتعين على حكومة الصومال الجديدة أن تضع برنامج عمل لترجمة رؤيتها لمرحلة الاستقرار وبناء السلم المقبلة إلى حقيقة واقعة، وأرحب بالاهتمام السائد في سائر الصومال إزاء تحقيق تلك الرؤية الجديدة وأكرر من جديد عزم الأمم المتحدة على دعم الشعب الصومالي في قيادة هذه المبادرة الهامة قدماً.
