Some delegations expressed the view that a transfer of space assets under the space assets protocol might involve the transfer of ownership of a space object from an entity in one State to a non-governmental entity in another State.
25- وأبدت بعض الوفود رأيا بأن تحويل الموجودات بموجب بروتوكول الموجودات الفضائية يمكن أن ينطوي على نقل ملكية جسم فضائي من هيئة موجودة في إحدى الدول إلى هيئة غير حكومية موجودة في دولة أخرى.

The view was expressed that the space assets protocol should fully take into account the public service nature of satellite services and the need to protect the users of such services.
28- وأُبدي رأي بأن بروتوكول الموجودات الفضائية ينبغي أن يضع في كامل الاعتبار أن الخدمات الساتلية تتسم بطابع الخدمات العمومية والحاجة إلى حماية مستعملي تلك الخدمات.

Some delegations expressed the view that it was not the function of the Committee on the Peaceful Uses of Outer Space to endorse the text of the space assets protocol at any stage.

The view was expressed that the provisions of the space assets protocol must be compatible with the United Nations treaties on outer space and that, in case of any conflict with the treaties on outer space, the provisions of those treaties would prevail.
122- ورأى أحد الوفود أن أحكام بروتوكول الموجودات الفضائية يجب أن تكون متوافقة مع معاهدات الأمم المتحدة المتعلقة بالفضاء الخارجي، وأن تكون الغلبة لأحكام تلك المعاهدات في حال وجود أي تضارب معها.

(b) Except as otherwise provided by the space assets protocol, appoint and dismiss the registrar;

The view was expressed that the relationship between the United Nations treaties on outer space and the space assets protocol should be governed by the Vienna Convention on the Law of Treaties, under which the later treaty prevailed to the extent of any incompatibility, as between the States parties of both treaties in question.

Some delegations expressed the view that in certain circumstances, there could be contradictions between the legal regime established by the space treaties and the present text of the space assets protocol and in such circumstances, the assumption of the role of supervisory authority by the Secretary-General in the space assets protocol could create a wrong impression that there is an absence of any contradiction between the two regimes.
