Other delegations expressed the view that annex V of the rules of procedure of the General Assembly, which laid out the conclusions of the Special Committee on the Rationalization of the Procedures and Organization of the General Assembly provided, in paragraph 104, for the application of the principle of consensus.

30. At its twenty-sixth session, the General Assembly considered the report of the Special Committee on the Rationalization of the Procedures and Organization of the General Assembly and, by resolution 2837 (XXVI) of 17 December 1971, decided:
