3. In accordance with its work programme, the CGE conducted two surveys, one corresponding to paragraph 2 (a - b) and another corresponding to paragraph 2 (c) of the terms of reference of the CGE contained in the annex to decision 5/CP.15.

(c) To produce a technical report on the problems related to the sustainability of the national communication process and the maintenance of national technical teams for the preparation of national communications, including GHG inventories, on a continuous basis, in accordance with paragraph 2(c) of the terms of reference of the CGE.

28. The members worked in four thematic groups (institutional concerns; financial concerns; GHG inventory and data systems; and capacity-building and cross-cutting areas) to analyse the results of the survey related to paragraph 2(c) of the terms of reference of the CGE.

He presented the content of the technical report and requested members' opinions on whether the scope of the report should contain the analysis of the results of the survey corresponding to paragraph 2 (a - b) of the terms of reference of the CGE or only to paragraph 2 (a).

17. The CGE noted the limited response rate to the surveys and recognized the benefit of soliciting additional responses from Parties to the surveys, particularly with regard to the second survey corresponding to paragraph 2 (c) of the terms of reference of the CGE.

19. The members worked in thematic groups to analyse the results of the survey on paragraph 2 (a) of the terms of reference of the CGE and the compilation of information contained in recently submitted national communications from non-Annex I Parties.
19- عمل الأعضاء في إطار أفرقة مواضيعية لتحليل نتائج الدراسة الاستقصائية المتعلقة بالفقرة 2(أ) من اختصاصات فريق الخبراء الاستشاري وتجميع المعلومات الواردة في البلاغات الوطنية المقدمة مؤخراً من الأطراف غير المدرجة في المرفق الأول.

2. the terms of reference of the CGE stipulate that the CGE, in fulfilling its mandate, shall provide technical advice to non-Annex I Parties in order to facilitate the development and long-term sustainability of processes, and the establishment and maintenance of national technical teams, for the preparation of national communications, including greenhouse gas (GHG) inventories, on a continuous basis.
