By its resolution 47/21 of 25 November 1992, which was adopted without a vote, the Assembly, inter alia, called upon all States concerned " to conclude without delay appropriate agreements, including timetables, for the early, orderly and complete withdrawal of foreign military forces from the territories of Estonia and Latvia " .

وإذ تعي ما ورد في تقرير اﻷمين العام من أن " التأخير في إكمال انسحاب القوات العسكرية اﻷجنبية من أراضي " استونيا ولاتفيا " يعد بحق مبعث قلق المجتمع الدولي " )٢(،

2. Reaffirms its support for the efforts made by the States participating in the Conference on Security and Cooperation in Europe to remove the foreign military forces stationed in the territories of Estonia and Latvia without the required consent of those countries, in a peaceful manner and through negotiations;
٢ - تؤكد من جديد دعمها للجهود التي تبذلها الدول المشاركة في مؤتمر اﻷمن والتعاون في أوروبا من أجل سحب القوات العسكرية اﻷجنبية الموجودة في أراضي استونيا ولاتفيا دون الموافقة اللازمة من جانب هذين البلدين، وذلك بطريقة سلمية وعن طريق المفاوضات؛

A principal concern for Estonia and Latvia is that several thousand active-duty Russian Federation military personnel were demobilized or retired in the territories of Estonia and Latvia prior to 31 August 1994, in violation of the withdrawal agreements, and remain there today.
