٣- لا بجوز ﻷي دولة طرف أن تقوم في إقليم دولة أخرى بممارسة وأداء المهام التي يقتصر الاختصاص بها على سلطات الدولة اﻷخرى بموجب قانونها الداخلي )الفقرة ٣ من المادة ٢ من اتفاقية ٨٨٩١(. البروتوكولات
