1. At its forty-fifth session, in 1993, the International Law Commission decided to include in its agenda the topic entitled " State succession and its impact on the nationality of natural and legal persons " .
١ - قررت لجنة القانون الدولي، في دورتها الخامسة واﻷربعين، في عام ١٩٩٣، إدراج الموضوع المعنون " خلافة الدول وجنسية اﻷشخاص الطبيعيين والاعتباريين " في جدول أعمالها.

3. Turning to Chapter X of the report, he noted that in 2000, after considering the feasibility study undertaken on the topic entitled " Risks ensuing from fragmentation of international law " , the Commission had decided to include the topic in its long-term programme of work and to establish a Study Group chaired by Mr. Bruno Simma.

The following recommendations were made with regard to the topic entitled " Licit trade in precursor chemicals: additional elements of effective control " :

The General Committee decided to recommend to the General Assembly that the sub-item be also considered directly in plenary meeting, on the understanding that only the topic entitled “Follow-up of the World Summit for Children” would be considered in the plenary.
وقرر المكتب أن يوصي الجمعية العامة بأن تنظر أيضا في البند الفرعي مباشرة في جلسة عامة، علما بأنه لن يجري النظر في الجلسات العامة إلا في الموضوع المعنون " متابعة مؤتمر القمة العالمي من أجل الطفل " .

54. The Commission's work on the topic entitled " State succession and its impact on the nationality of natural and legal persons " , could lead to a sound evolution of international law to enhance the protection of individuals and discourage statelessness.
٥٤ - واستطرد قائلا إن أعمال اللجنة بشأن الموضوع المعنون " خلافة الدول وأثرها على جنسية اﻷشخاص الطبيعيين والاعتباريين " يمكن أن تفضي إلى تطوير سليم للقانون الدولي يعزز حماية اﻷفراد ولا يشجع انعدام الجنسية.

24. Turning to the topic entitled " International liability for injurious consequences arising out of acts not prohibited by international law " , he observed that the title was conceived in general terms, whereas the draft articles dealt only with liability for harm caused to the environment, together with some other issues relevant to protection of the environment.
٢٤ - وإذ تطـــرق إلــــى الموضوع المعنون " المسؤولية الدولية عن النتائج الضارة الناجمة عن أفعال لا يحظرها القانون الدولي " ، لاحــــظ أن العنوان مصاغ بعبارات عامة، رغم أن مشاريع المواد لا تتناول إلا المسؤولية عن الضرر المسبب للبيئة، مع بعض المسائل اﻷخرى ذات الصلة بحماية البيئة.

34- قررت اللجنة في دورتها الخامسة والأربعين (1993) أن تدرج في جدول أعمالها الموضوع المعنون " خلافة الدول وأثرها على جنسية الأشخاص الطبيعيين والاعتباريين(5).

69. His delegation took note of the Commission's decision to include in its programme of work the topic entitled " Fragmentation of international law: difficulties arising from the diversification and expansion of international law " .
69 - وقد أخذ وفده علماً بقرار اللجنة أن تدرج في برنامج عملها الموضوع المعنون " تجزئة القانون الدولي: صعوبات ناجمة عن تنويع القانون الدولي وتوسيع نطاقه " .

3. At its fifty-second session, in 2000, the Commission included the topic entitled " Expulsion of aliens " in its long-term programme of work, and a preliminary general scheme or syllabus on the topic was annexed to the report of the Commission.
3 - وأدرجت اللجنة، في دورتها الثانية والخمسين المعقودة عام 2000، الموضوع المعنون " القانون المتعلق بطرد الأجانب " في برنامج عملها الطويل الأجل()، وأرفقت بتقريرها مشروعا لمخطط عام أولي من شأنه أن يقدم بعض المعلومات عن الموضوع().

20. With regard to State succession and its impact on the nationality of natural and legal persons, he endorsed the Commission's request for authority to undertake a substantive study of the topic entitled " Nationality in relation to the succession of States " , even on the ambitious timetable suggested in paragraph 88 (c) of the report.
٢٠ - وأردف قائلا إنه فيما يتعلق بخلافة الدولة، وأثرها على جنسية اﻷشخاص الطبيعيين والاعتباريين، يؤيد طلب اللجنة بمنحها سلطة للاضطلاع بدراسة فنية للموضوع المعنون: الجنسية فيما يتصل بخلافة الدول " ، وحتى فيما يتعلق بالجدول الزمني الطموح المقترح في الفقرة ٨٨ )ج( من التقرير.

(1) The title " Draft articles on nationality in relation to the succession of States " is proposed in conformity with the mandate which the General Assembly entrusted to the Commission under the terms of resolution 51/160, in which the Assembly invited the Commission to undertake a substantive study of the topic entitled " Nationality in relation to the succession of States " .
