This report has been prepared in accordance with Commission resolution 2003/73, in which the Secretary-General was requested to submit a report containing the conclusions of the twelfth Workshop of the Framework on Regional Cooperation for the Promotion and Protection of Human Rights in the Asian-Pacific Region and information on progress achieved in the implementation of the resolution.

4. the twelfth Workshop was addressed at its opening by the Minister for State for Foreign Affairs of the State of Qatar, Ahmed bin Abdullah Al Mahmoud, and by the Acting United Nations High Commissioner for Human Rights, Bertrand Ramcharan.

3. The main objective of the present report is to highlight key points made during the twelfth Workshop on Regional Cooperation for the Promotion and Protection of Human Rights in the Asia-Pacific Region (held from 2 to 4 March 2004 in Doha).

The process to establish a United Nations human rights training and documentation centre for South-West Asia and the Arab region was initiated at the twelfth Workshop on Regional Cooperation for the Promotion and Protection of Human Rights in the Asian-Pacific Region, held in Doha from 2 to 4 March 2004, where the Government of Qatar offered to host the Centre in Doha.
