21.3 The basic provisions of the UNHCR statute were built upon by the Assembly in its resolution 832 (IX). Subsequently, UNHCR decided that, effective 31 December 2002, the " ceased circumstances " clauses contained in the UNHCR statute and in the 1951 Convention would be applicable to refugees from East Timor who had fled as a result of events prior to 25 October 1999.

24.19 In accordance with article 20 of the UNHCR statute, no expenditure other than administrative expenditures relating to the functioning of UNHCR shall be borne on the regular budget of the United Nations, and all other expenditures relating to the activities of the High Commissioner shall be financed by voluntary contributions.

While the UNHCR statute called for the funding of its administrative expenditures to be borne by the regular budget of the United Nations and for its operations to be covered by voluntary contributions, the reality had been quite different. UNHCR currently received just 20 million dollars from the Organization's regular budget.
