Pursuant to the statement by the President of the Security Council of 28 May 1993 (see S/25859), in connection with the Council's consideration of “An Agenda for Peace”, I submitted on 14 March 1994 a report entitled “Improving the capacity of the United Nations for peace-keeping” (A/48/403-S/26450).
٤٠٧ - وعملا ببيان رئيس مجلس اﻷمن المؤرخ ٢٨ أيار/مايو ١٩٩٣ )انظر (S/25859، بصدد نظر المجلس في " خطة للسلام " ، قَدمتُ في ١٤ آذار/مارس ١٩٩٤ تقريرا بعنوان " تحسين قدرة اﻷمم المتحدة في مجال حفظ السلام " (A/48/403-S/26450).

4. As the Secretary-General pointed out in his report on improving the capacity of the United Nations for peace-keeping (A/48/403), the complexity of directing and managing world-wide peace-keeping operations requires timely, efficient and effective collaboration, coordination and backstopping from a number of Secretariat units.
٤ - كما أوضح اﻷمين العام في تقريره عن تحسين قدرة اﻷمم المتحدة في مجال حفظ السلم )A/48/403( يقتضي تشعب توجيه وتنظيم عمليات حفظ السلم في العالم السرعة والكفاءة والفعالية في التعاون والتنسيق والدعم من عدد من وحدات اﻷمانة العامة.

18. Many delegations welcomed the report of the Secretary-General on improving the capacity of the United Nations for peace-keeping (A/48/403-S/26450) and the proposals contained therein.
١٨ - وأعربت وفود كثيرة عن ترحيبها بتقرير اﻷمين العام عن تحسين قدرة اﻷمم المتحدة في مجال حفظ السلم A/48/403-S/26450)( والمقترحات الواردة فيه.

This matter has been addressed briefly in the report of the Secretary-General on improving the capacity of the United Nations for peace-keeping (A/48/403-S/26450), which indicates that arrangements between Member States to match troops and equipment well in advance of requested deployment to peace-keeping missions would alleviate problems associated with both underequipped and inadequately trained troops in peace-keeping operations.

The Special Committee, noting the Secretary-General's progress report on the in-depth evaluation of peace-keeping: start-up phase (E/AC.51/1994/3), believes that a continuing process of in-depth evaluation of various phases and aspects of peace-keeping operations is important to the deliberations on improving the capacity of the United Nations for peace-keeping.
٥٤ - إن اللجنة الخاصة، إذ تحيط علما بالتقرير المرحلي لﻷمين العام عن التقييم المتعمق لحفظ السلم: مرحلة البداية (E/AC.51/1994/3)، ترى أن استمرار عملية للتقييم المتعمق لمختلف مراحل وجوانب عمليات حفظ السلم أمر له أهميته في المداولات المتصلة بتحسين قدرة اﻷمم المتحدة على حفظ السلم.

61. The Special Committee takes note of the important proposals on rationalization of the budgetary process contained in section V of the Secretary-General's report on improving the capacity of the United Nations for peace-keeping (A/48/403-S/26450) and looks forward to their active consideration by the appropriate bodies on an urgent basis.
٦١ - تحيط اللجنة الخاصة علما بالمقترحات الهامة المتعلقة بترشيد عملية الميزنة الواردة في الفرع الخامس من تقرير اﻷمين العام بشأن تحسين قدرة اﻷمم المتحدة على حفظ السلم )A/48/403-S/26450( وتتطلع الى النظر فيها بعين الاعتبار وعلى وجه الاستعجال من جانب الهيئات المختصة.

٢٢ - تحيط علما بالمقترحات الهامة المتعلقة بترشيد عملية الميزنة الواردة في الفرع " خامسا " من تقرير اﻷمين العام بشأن تحسين قدرة اﻷمم المتحدة على حفظ السلم)٩( وبالمقترحات الواردة في تقرير اﻷمين العام بشأن تخطيط وميزنة وإدارة عمليات حفظ السلم بصورة فعالة)١٠(؛

The General Assembly, in its resolution 49/37 of 9 December 1994, took note of the progress report and expressed its belief that a continuing process of in-depth evaluation of various phases and aspects of peace-keeping operations is important to the deliberations on improving the capacity of the United Nations for peace-keeping.
