That notion had been central to the work of the United Nations programme of advisory services and Technical Assistance in the Field of Human Rights, which, during the past year, had carried out rule-of-law-related support activities in more than 50 countries at the request of Governments.

9. Commends those developed countries that have over the years given financial assistance to the United Nations programme of advisory services and technical assistance in the field of human rights, and appeals to them to consider increasing their assistance;
٩- تثني على البلدان المتقدمة التي قامت على مر السنوات بتقديم المساعدات المالية الى برنامج اﻷمم المتحدة للخدمات الاستشارية والمساعدة التقنية في ميدان حقوق اﻹنسان، وتناشدها النظر في زيادة مساعداتها؛

9. Emphasizes the importance of training programmes for law enforcement and security personnel, and draws the attention of interested Governments to the possibilities offered in this connection by the United Nations programme of advisory services in the field of human rights;
٩- تؤكد على أهمية برامج التدريب الموجهة الى الموظفين المكلفين بتنفيذ القوانين وبالمحافظة على اﻷمن ، وتسترعي انتباه الحكومات المهتمة باﻷمر إلى الامكانات التي يوفرها في هذا الصدد برنامج اﻷمم المتحدة للخدمات الاستشارية في ميدان حقوق اﻹنسان؛

11. Urges the Secretary-General to make available, as part of the United Nations programme of advisory services in the field of human rights, qualified experts in law enforcement, detention and medicine to assist Governments, at their request, in their efforts to prevent the occurrence of torture;
١١- تحث اﻷمين العام على أن يتيح ، كجزء من برنامج اﻷمم المتحدة للخدمات الاستشارية فـي ميدان حقوق اﻹنسان ، خبراء مؤهلين في تنفيذ القوانين والاحتجاز والطب لمساعدة الحكومات ، بناء على طلبها ، في الجهود التي تبذلها لمنع وقوع التعذيب؛

the United Nations programme of advisory services and Technical Assistance in respect of the Russian Federation should be intensified in the following areas:
٦٨- ينبغي تصعيد برنامج اﻷمم المتحدة للخدمات الاستشارية والمساعدة التقنية فيما يتعلق بالاتحاد الروسي، وذلك في المجالين التاليين:

2. In paragraph 16 of the resolution, the Commission on Human Rights recommended that the promotion and protection of the right to freedom of thought, conscience and religion be given appropriate priority in the work of the United Nations programme of advisory services in the field of human rights.
٢- وبموجب البند ١٦ من القرار، أوصت لجنة حقوق اﻹنسان بايلاء أولوية مناسبة لتعزيز وحماية الحق في حرية الفكر والضمير والدين في أعمال برنامج اﻷمم المتحدة للخدمات الاستشارية في ميدان حقوق اﻹنسان.

٣١ - تشجع أيضا الحكومات، عند طلب المساعدة من برنامج اﻷمم المتحدة للخدمات الاستشارية والمساعدة التقنية في ميدان حقوق اﻹنسان، على أن تنظر، حسب الاقتضاء، في إمكانية إدراج طلبات للحصول على مساعدة في ميدان تعزيز الحق في حرية الفكر والضمير والدين وحمايته؛

16. Recommends that the promotion and protection of the right to freedom of thought, conscience, religion and belief be given appropriate priority in the work of the United Nations programme of advisory services in the field of human rights, including with regard to the drafting of legal texts in conformity with international instruments on human rights and taking into account the provisions of the Declaration;

Encourages Governments, when seeking the assistance of the United Nations programme of advisory services and technical assistance in the field of human rights, to consider, where appropriate, including requests for assistance in the field of promotion and protection of the right to freedom of thought, conscience and religion;
٩١- تشجع الحكومات، عند التماس المساعدة من برنامج اﻷمم المتحدة للخدمات الاستشارية والمساعدة التقنية في ميدان حقوق اﻹنسان، على أن تنظر، حسب الاقتضاء، في طلبات المساعدة في ميدان تعزيز وحماية الحق في حرية الفكر والوجدان والدين؛

186. The observer for Nigeria suggested that the Working Group could act as a depository for information about situations involving minorities, which could then be forwarded to States through the United Nations programme of advisory services and technical assistance.
٦٨١- ونادى مراقب نيجيريا بأن يقوم الفريق العامل بدور الوديع للمعلومات عن الحالات التي تشمل اﻷقليات، وهذه يمكن احالتها بعد ذلك الى الدول عن طريق برنامج اﻷمم المتحدة للخدمات الاستشارية والمساعدة التقنية.
