Whatever might have been the situation at the time, this conclusion is highly debatable today in the light of the Vienna definition: these are definitely reservations in the strict sense of the term; these unilateral statements, made by a State when expressing its formal consent to be bound, purport to exclude the legal effect of the treaty or of certain of its provisions in their application to that State.
