Article 28 further provides that, if the Parties to a dispute have not accepted the same or any procedure and if they have not been able to settle their dispute within 12 months following notification by one Party to another that a dispute exists between them, the dispute shall be submitted to conciliation at the request of any Party to the dispute.
وتنص المادة 28 أيضاً على أنه إذا لم يقبل طرفا النزاع نفس الإجراء أو أي إجراء آخر وإذا لم يتمكنا من تسوية نزاعهما في غضون اثني عشر شهراً من قيام أحد الطرفين بإخطار الطرف الآخر بوجود نزاع بينهما، يُعرض النزاع للتوفيق بناءً على طلب من أي من طرفي النزاع.
