Article 1, paragraph 4, stipulates that " special measures " adopted in order to secure adequate advancement to certain racial or ethnic groups or individuals and the equal enjoyment of their human rights shall not be deemed racial discrimination, provided that such measures do not lead to the maintenance of separate rights for different racial groups and shall not be continued after the objectives for which they were taken have been achieved.

The Committee further recommends that the State party guarantee that the special measures adopted to ensure the adequate development and protection of certain ethnic groups and their members in no case lead to the maintenance of unequal or separate rights for different ethnic groups after the objectives for which they were taken have been achieved (article 1, paragraph 4, and article 2, paragraph 2, of the Convention).
