The Board had before it a document (TD/B/EX(13)/L.2) entitled " Draft provisional agendas for the first sessions of the Commissions submitted by the President of the Board " which had been submitted as the result of informal consultations of the President conducted in preparation for the Board's thirteenth executive session.

The main purpose of the thirteenth executive session was to enable the Board to follow up on the recommendations adopted by the United Nations Conference on Trade and Development at its ninth session, held at Midrand, South Africa, from 27 April to 11 May 1996, including the establishment of three new commissions and the approval of the provisional annotated agendas for the first sessions of the commissions.
