Each High Contracting Party shall report annually on the measures taken to implement the Articles of this Protocol to the Secretary-General of the United Nations, who shall circulate the reports to all High Contracting Parties.

This Protocol supplements The delegation of South Africa expressed its concern that referring to the Protocol as a “supplement” to the Convention would diminish the importance of the Protocol; it suggested that the article could simply read “this Protocol to the Convention ...” (A/AC.254/5/Add.5).
