٣ - يصبح أي تعديل متى بدأ نفاذه ملزما للدول اﻷطراف التي قبلته ، وتظل الدول اﻷطراف اﻷخرى ملزمة بأحكام هذه الاتفاقية وبأي تعديلات سابقة تكون قد قبلتها .
