China is the only nuclear-weapon State that has adopted the policy of no first use at any time or under any circumstances.

3. All nuclear-weapon states should undertake not to be the first to use nuclear weapons and not to use or threaten to use nuclear weapons against non-nuclear weapon states or nuclear-weapon-free zones at any time or under any circumstances and conclude relevant international legal instrument.
3 - على جميع الدول التي بحوزتها أسلحة نووية أن تتعهد بألا تكون البادئة في استخدام الأسلحة النووية وألا تستخدم أسلحة نووية أو تهدد باستخدامها ضد الدول التي لا تملك أسلحة نووية أو مناطق خالية من الأسلحة النووية في أي وقت وتحت أية ظروف وأن تبرم صكاً قانونياً ذا صلة.

On 16th October 1964, when it conducted its first nuclear test, China solemnly declared to the world that it would not be the first to use nuclear weapons at any time or under any circumstances.
