Trinidad and Tobago has joined other parties to the Tlatelolco and Rarotonga Treaties in rejecting current nuclear testing by some nuclear-weapon States, and appeals to those States to heed the mounting requests to cease nuclear testing.

As other speakers in the Committee have said, the signing of the Bangkok and Pelindaba Treaties, when taken together with the treaties of Tlatelolco and Rarotonga and the Antarctic Treaty, means that the entire southern hemisphere is now free from the development, testing, deployment, stockpiling, transfer or use of nuclear weapons.

The Treaty of Bangkok, signed on 15 December 1995, declaring South-East Asia a nuclear-weapon-free zone, the Treaty of Pelindaba, signed on 11 April 1996, creating a nuclear-free-zone in Africa, and the Treaties of Tlatelolco and Rarotonga establishing nuclear-weapon-free zones in Latin America and the Caribbean and in the South Pacific, respectively, are cases in point.

Nuclear-weapon States have found it necessary to continue beyond the end of the Cold War the reservations they have made to the undertakings they have given, notably to the Treaties of Tlatelolco and Rarotonga (para. 59 of the Opinion), and to add similar reservations under the declarations given by them in connection with the unlimited extension of the Non-Proliferation Treaty.
