The States parties call for the total and complete prohibition of the transfer of all nuclear-related equipment, information, material, facilities, resources and devices and the extension of assistance to States not party to the Treaty without exception in the nuclear, scientific or technological fields which may enable them to produce or develop nuclear-weapon capabilities.
