ونحيط علما بجهود الحكومة السويسرية في سبيل إيجاد صيغة مقبولة لكافة اﻷطراف لعقد اجتماع لخبراء من اﻷطراف المتعاقدة السامية في اتفاقية جنيف الرابعة المتعلقة بحماية المدنيين وقت الحرب، المؤرخة ١٢ آب/ أغسطس ١٩٤٩، كما نص على ذلك القرار دإط-١٠/٤.

That policy ran counter to important international legal instruments, particularly to paragraph 8 of the Plan of Action for the Full Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, contained in the annex to General Assembly resolution 35/118, and to the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949.

Syria stresses that as an occupying Power and one of the contracting parties to the Fourth Geneva Convention relative to the Protection of Civilians in Time of War, Israel has to apply the provisions of this Convention which stipulates in articles 25, 26, 30, 142 and article 74 of the Third Protocol that the States have to authorize and facilitate family visits for the population of occupied territories.
