The Permanent Mission of the Democratic People’s Republic of Korea to the United Nations presents its compliments to the Secretary-General and has the honour to enclose a communiqué from the Mission to the States Members of the United Nations.

To that end, the Assembly, affirming its support for the programme of work of the Standing Advisory Committee on Security Questions in Central Africa, requested the Secretary-General to continue to provide assistance to the States Members of the Committee and to report to it at its fifty-second session on the implementation of the resolution.
وطلبت الجمعية إلى اﻷمين العام، تحقيقا لهذه الغاية وبعد التأكيد على تأييدها لبرنامج عمل اللجنة الاستشارية الدائمة المعنية بمسائل اﻷمن في وسط افريقيا، أن يواصل تقديم المساعدة إلى الدول اﻷعضاء في تلك اللجنة وأن يقدم اليها في دورتها الثانية والخمسين تقريرا عن تنفيذ القرار.

The resolution calls for the United Nations International Drug Control Programme to examine forms of assistance which could be extended to the States Members of the zone and for the Executive Director of the United Nations International Drug Control Programme to report on progress to the Commission at its forty-second session in 1998.

226. As in previous inquiries, information from Member States had been sought by means of letters from the ICSC Chairman to the States Members of the United Nations.

I take this opportunity to reiterate to the States Members of the United Nations my invitation to them to increase their support for the Guatemala peace process and, in particular, their support for MINUGUA, whose activities are, in the view of both parties, critical to the success of this historic endeavour.

Accordingly, in a letter dated 15 March 1993, the Chairman of the Committee so informed the Secretary-General, who subsequently transmitted the letter, on 26 March 1993, to the States Members of the United Nations and members of the specialized agencies, and to intergovernmental organizations.

10. Requests the Secretary-General to continue to provide assistance to the States Members of the Standing Advisory Committee and to establish a trust fund to which Member States and governmental and non-governmental organizations may make additional voluntary contributions for the implementation of the programme of work of the Committee;
١٠ - تطلب إلى اﻷمين العام أن يواصل تقديم المساعدة إلى الدول اﻷعضاء في اللجنة الاستشارية الدائمة وإنشاء صندوق استئماني يمكن للدول اﻷعضاء والمنظمات الحكومية وغير الحكومية أن تودع فيه تبرعات إضافية من أجل تنفيذ برنامج عمل اللجنة؛

10. Requests the Secretary-General to continue to provide assistance to the States Members of the Standing Advisory Committee and to establish a trust fund to which Member States and governmental and non-governmental organizations may make additional voluntary contributions for the implementation of the programme of work of the Committee;
١٠ - تطلب من اﻷمين العام أن يواصل تقديم المساعدة إلى الدول اﻷعضاء في اللجنة الاستشارية الدائمة وإنشاء صندوق استئماني يمكن للدول اﻷعضاء والمنظمات الحكومية وغير الحكومية أن تودع فيه تبرعات إضافية من أجل تنفيذ برنامج عمل اللجنة؛

(c) Request the Secretary-General to continue to provide assistance to the States Members of the Standing Advisory Committee to ensure that they are able to carry on with their efforts;

4. Implementation of the requests contained in operative paragraphs 13 and 14 of the draft resolution, regarding provision of assistance to the States Members of the Standing Advisory Committee and the submission of a report to the General Assembly, would be carried out within resources provided under section 4 of the regular budget for the biennium 2000-2001.
٤ - سيجري الاضطلاع بتنفيذ الطلبات الواردة في الفقرتين ١٣ و ١٤ من منطوق مشروع القرار، بشأن تقديم المساعدة إلى الدول اﻷعضاء في اللجنة الاستشارية وتقديم تقرير إلى الجمعية العامة، في نطاق الموارد المتوفرة في إطار الباب ٤ من الميزانية العادية لفترة السنتين ٢٠٠٠-٢٠٠١.

The right in question was thus clearly unacceptable to the States Members of the Council of Europe and its refusal did not constitute a breach of human rights.
