I. PRESENTATION OF THE PRINCIPLES RELATING to the status of national institutions

The Committee emphasized that national human rights institutions should be established in compliance with the principles relating to the status of national institutions for the protection and promotion of human rights, known as the Paris Principles.
فقد أكدت اللجنة أن المؤسسات الوطنية لحقوق الإنسان ينبغي إقامتها وفقا للمبادئ المتعلقة بوضع المؤسسات الوطنية من أجل حماية حقوق الإنسان وتعزيزها، والمعروفة باسم مبادئ باريس.

UNSOM encouraged the Government to undertake broad consultations on the bill and to take account of the Paris principles relating to the status of national institutions.

12. In their recommendations, the participants in the Commonwealth Workshop stressed that in the establishment and operation of national institutions, due attention should be paid to the " Principles relating to the status of national institutions " , particularly in relation to:

Recalling further the Principles relating to the status of national institutions for the promotion and protection of human rights, welcomed by the General Assembly in its resolution 48/134 of 20 December 1993 and annexed thereto,
وإذ تذكر كذلك بالمبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز حقوق الإنسان وحمايتها، التي رحبت بها الجمعية العامة في قرارها 48/134 المؤرخ 20 كانون الأول/ديسمبر 1993 والمرفقة بذلك القرار،

Recalling that in its resolution 48/134 of 20 December 1993 the Assembly welcomed the principles relating to the status of national institutions for the promotion and protection of human rights, annexed to that resolution,
وإذ تشير إلى أن الجمعية العامة في قرارها ٤٨/١٣٤ المؤرخ ٢٠ كانون اﻷول/ ديسمبر ١٩٩٣ قد رحبت بالمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان، بصيغتها الواردة في مرفق ذلك القرار،

1. Reaffirms the importance of the development of effective, independent, pluralistic national institutions for the promotion and protection of human rights in conformity with the Principles relating to the status of national institutions annexed to General Assembly resolution 48/134;
١- تعيد تأكيد أهمية إنشاء مؤسسات وطنية فعالة ومستقلة وتعددية لتعزيز وحماية حقوق اﻹنسان على نحو يتمشى مع المبادئ المتعلقة بمركز المؤسسات الوطنية والمرفقة بقرار الجمعية العامة ٨٤/٤٣١؛

They reaffirmed that the status and responsibilities of national institutions should be consistent with the principles relating to the status of national institutions adopted by the General Assembly in resolution 48/134 of 20 December 1993.
وأكدوا من جديد أن مركز المؤسسات الوطنية ومسؤولياتها ينبغي أن تكون متسقة والمبادئ المتصلة بمركز المؤسسات الوطنية التي اعتمدتها الجمعية العامة في قرارها 48/134 المؤرخ 20 كانون الأول/ديسمبر 1993.

4. When establishing national preventive mechanisms, States Parties shall give due consideration to the Principles relating to the status of national institutions for the promotion and protection of human rights.
4 - تولي الدول الأطراف، عند إنشاء الآليات الوقائية الوطنية، الاعتبار الواجب للمبادئ المتصلة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان.

Recalling that, in its resolution 48/134 of 20 December 1993, the Assembly welcomed the principles relating to the status of national institutions for the promotion and protection of human rights, annexed to that resolution,
وإذ تشير إلى أن قرارها ٤٨/١٣٤ المؤرخ ٢٠ كانون اﻷول/ ديسمبر ١٩٩٣ رحب بالمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان، بصيغتها الواردة في مرفق ذلك القرار،

Recalling that, in General Assembly resolution 48/134, the Assembly welcomed the Principles relating to the status of national institutions for the promotion and protection of human rights, annexed to that resolution,
وإذ تشير إلى أن الجمعية العامة قد رحبت في قرارها ٨٤/٤٣١ بالمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان والمرفقة بذلك القرار،

4. Emphasizes in this regard the need to disseminate the Principles relating to the status of national institutions for the promotion and protection of human rights, annexed to General Assembly resolution 48/134, as widely as possible, and calls upon the Secretary-General to undertake this task;
٤- تشدد في هذا الخصوص على ضرورة نشر المبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان على أوسع نطاق ممكن، وتدعو اﻷمين العام إلى الاضطلاع بهذه المهمة؛

16. The Office functions in accordance with the principles relating to the status of national institutions.
16- ويعمل مكتب أمين المظالم وفقاً للمبادئ المتعلقة بوضع المؤسسات الوطنية(3).

Lastly, she urged the Government to establish an independent national human rights institution in accordance with the Principles relating to the status of national institutions for the Promotion and Protection of Human Rights.
وختاما حثت الحكومة على إنشاء مؤسسة وطنية مستقلة لحقوق الإنسان وفقا للمبادئ المتعلقة بحالة المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان.

The Committee urges the State party to speed up the process for the establishment of a national human rights institution in accordance with the Principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles, General Assembly resolution 48/134).
تحث اللجنة الدولة الطرف على التعجيل بعملية إنشاء مؤسسة وطنية لحقوق الإنسان عملاً بالمبادئ المتعلقة بإحداث المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان (مبادئ باريس، قرار الجمعية العامة 48/134).

89. The present functioning of the National Commission does not respect the Paris Principles relating to the status of national institutions of human rights.
89- ولا يفي الأداء الحالي لهذه اللجنة بمبادئ باريس المتعلقة بالمؤسسات الوطنية لحقوق الإنسان.

4. Welcomes the role of national human rights institutions in contributing to the prevention of human rights violations, and encourages States to strengthen the mandate and capacity of such institutions, where they exist, to enable them to fulfil this role effectively in accordance with the principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles);
4- يرحب بدور المؤسسات الوطنية لحقوق الإنسان في الإسهام في منع انتهاكات حقوق الإنسان، ويشجع الدول على تعزيز ولاية وقدرة هذه المؤسسات، إن وُجدت، لتمكينها من الاضطلاع بهذا الدور على نحو فعال وفقاً للمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز حقوق الإنسان وحمايتها (مبادئ باريس)؛
