The seventh report strove to fill some of these gaps by presenting a set of draft guidelines dealing with the form and procedure for the withdrawal of reservations, with the exception, however, of the rules applying to unilateral declarations by which a State or an international organization seeks to enlarge the scope of previous reservations.

There is no reason why this principle should not also apply to unilateral declarations; the consequence is that a State cannot impose obligations on other States to which it has addressed a unilateral declaration unless the latter unequivocally accept these obligations resulting from that declaration.
