As for the study on the interpretation of treaties in the light of " any rules of international law applicable in the relations between the parties " , in accordance with article 31, paragraph 3 (c), of the Vienna Convention, his delegation concurred with the view that article 31 referred not only to treaty law but also to customary law and general principles of law.

The second substantive issue considered by the Study Group related to the interpretation of treaties in the light of " any relevant rules of international law applicable in the relations between the parties " (article 31, paragraph 3 (c), of the Vienna Convention on the Law of Treaties), to which recourse had been made with increasing frequency over the recent years, as evidenced by the decisions of a number of judicial bodies.
