The Committee was informed by ECCAS that the terms of reference for the study had been prepared by ECCAS, in cooperation with the European Union, and that the European Union was presently engaged in selecting an individual to carry out the study, which would be considered at the twentieth ministerial meeting.

This is in regards to the organization, in Franceville, Gabon, from 21 to 28 July 2003 of the peacekeeping military exercise called " Biyongo 2003 " and the recent holding, in Malabo in Equatorial Guinea, of the twentieth ministerial meeting of the Committee, which took place from 27 to 31 October 2003.

Commitment to TCDC and South-South cooperation was a key concept and strategic dimension in the Declaration of the twentieth ministerial Meeting of the Group of 77 and China. The report " New Directions for TCDC " ensured that TCDC would be a dynamic instrument of international cooperation.
وذكر أن الالتزام بهذا التعاون وبالتعاون فيما بين بلدان الجنوب مفهوم رئيسي وبُعد استراتيجي في اﻹعلان الصادر عن الاجتماع الوزاري العشرين لمجموعة اﻟ ٧٧ والصين، وأوضح أن التقرير عن " الاتجاهات الجديدة للتعاون التقني فيما بين البلدان النامية " يكفل أن يكون هذا التعاون أداة دينامية للتعاون الدولي.

This proposal was subsequently endorsed by the twentieth ministerial meeting of the member States of the United Nations Standing Advisory Committee on Security Questions in Central Africa, held in Malabo from 27 to 31 October 2003.
