37. The sponsor delegation reiterated that the thrust of its proposals aimed at analysing the respective functions and competencies assigned to the General Assembly and the Security Council under the Charter in the area of maintenance of international peace and security, with a view to enhancing the broad role assigned to the General Assembly in this field.

62. Sanctions remained an important tool under the Charter in efforts to maintain international peace and security, but they should be implemented so as to balance their effectiveness against possible adverse consequences.
