The United Nations High Commissioner for Human Rights, under the direction and authority of the Secretary-General, shall:

Following a recommendation of the Conference, the General Assembly, in its resolution 48/141 of 20 December 1993, created the post of High Commissioner for Human Rights and assigned to the High Commissioner principal responsibilities for United Nations human rights activities under the direction and authority of the Secretary-General.
وبناء على إحدى توصيات المؤتمر، قامت الجمعية العامة، في قرارها ٤٨/١٤١ المؤرخ ٢٠ كانون اﻷول/ ديسمبر ١٩٩٣، بإنشاء منصب المفوض السامي لحقوق اﻹنسان، وكلفت المفوض السامي بأن يتحمل المسؤولية الرئيسية، في ظل توجيه وسلطة اﻷمين العام، عن أنشطة اﻷمم المتحدة في ميدان حقوق اﻹنسان.

19.2 The programme is under the responsibility of the United Nations High Commissioner for Human Rights, who performs her or his functions under the direction and authority of the Secretary-General in accordance with General Assembly resolution 48/141.

In the same resolution the General Assembly also decided that the High Commissioner shall be the official with " principal responsibility for United Nations human rights activities under the direction and authority of the Secretary-General " .

4. Decides that the High Commissioner for Human Rights will be the United Nations official with principal responsibility for United Nations human rights activities under the direction and authority of the Secretary-General; within the framework of the overall competence, authority and decisions of the General Assembly, the Economic and Social Council and the Commission on Human Rights, the High Commissioner's responsibilities shall be:
٤ - تقرر أن يكون المفوض السامي لحقوق اﻹنسان هو مسؤول اﻷمم المتحدة الذي يتحمل المسؤولية الرئيسية عن أنشطة اﻷمم المتحدة في ميدان حقوق اﻹنسان في ظل توجيه وسلطة اﻷمين العام؛ وفي إطار جملة اختصاص وسلطة ومقررات الجمعية العامة والمجلس الاقتصادي والاجتماعي ولجنة حقوق اﻹنسان، تكون مسؤوليات المفوض السامي كما يلي:

We expect also that the High Commissioner will work under the direction and authority of the United Nations Secretary-General, within the framework of the overall competence, authority and decisions of the General Assembly, the Economic and Social Council and the Commission on Human Rights, so as to fulfil correctly the obligations entrusted to him or her by this draft resolution.
ونحـــن نتوقع أيضا أن يعمل المفوض السامي تحت توجيه وسلطة اﻷمين العام لﻷمم المتحــــدة، في إطار الاختصاص والسلطة والقرارات الشاملة للجمعية العامة، والمجلس الاقتصادي والاجتماعي، ولجنة حقوق الانسان، وذلك للوفاء بشكل صحيح بالالتزامات الموكولة اليه بمقتضى هذا القرار.

It is concerned with wage—earners covered by article 1 of the Labour Code, namely, individuals who, whatever their sex or nationality, have committed themselves to placing their occupational activities, subject to remuneration, under the direction and authority of a physical or legal person, whether public or private, the latter being considered as the employer.
وهو ينصرف إلى المستخدمين بأجر الذين تنطبق عليهم المادة اﻷولى من قانون العمل أي اﻷشخاص، أيا كان جنسهم وجنسيتهم، الذين تعهدوا بوضع نشاطهم المهني، مقابل أجر تحت إدارة وسلطة شخص طبيعي أو اعتباري، عام أو خاص، باعتباره رباً للعمل.
