1- أيُّ حكم من أحكام هذه الاتفاقية يمكن أن يوفِّرَ وسيلةَ دفاع للناقل أو أن يحدَّ من مسؤوليته ينطبقُ في أي دعوى قضائية أو إجراءات تحكيمية تقام، سواء على أساس العقد أم المسؤولية التقصيرية أم غير ذلك، بسبب هلاك البضاعة المشمولة بعقد النقل أو تلفها أو التأخر في تسليمها، أو بسبب الإخلال بأي واجب آخر بمقتضى هذه الاتفاقية، تجاه:

3. A mechanism for the provision of financial resources and technical assistance is hereby established to support developing country Parties and Parties with economies in transition in meeting their obligations under this Convention.
3 - وتنشأ بذلك آلية لتوفير الموارد المالية والمساعدة التقنية لدعم البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال في الوفاء بالتزاماتها التي ترتبها هذه الاتفاقية.
