2. The United Nations Council for Namibia was appointed as trustee of the Fund for Namibia, in accordance with General Assembly resolution 3112 (XXVIII) of 12 December 1973.

It was against this background that, by resolution 2248 (S-V) of 19 May 1967, the General Assembly established the United Nations Council for Namibia and the Office of the United Nations Commissioner for Namibia.
