This note provides a brief survey of issues relevant to expanding developing country’s trade in agricultural products, and analyses, from the perspective of these countries, the issues at stake in the upcoming agricultural negotiations.

Thus a considerable imbalance has been created in the basic rights and obligations of WTO members which, given the transitional nature of the Agreement on Agriculture, should be corrected in the upcoming agricultural negotiations.

5. The following issues have been identified as problems facing developing countries, particularly LDCs, and as issues that need to be taken into account in the upcoming agricultural negotiations, in order to permit those countries to compete on a fairer basis.

The deliberations of the Expert Meeting were structured around two agenda items: item 3 - Analysis of the problems and prospects for expanding the agricultural exports of developing countries, taking into account the opportunities and challenges arising from the implementation of the Uruguay Round; and item 4 - Issues at stake from the development perspective in the upcoming agricultural negotiations.
35- وقد دارت مداولات اجتماع الخبراء حول بندين من جدول الأعمال هما: البند 3- تحليل المشاكل والاحتمالات الخاصة بتوسيع الصادرات الزراعية للبلدان النامية، مع مراعاة الفرص والتحديات الناشئة عن تنفيذ اتفاق جولة أوروغواي؛ والبند 4- القضايا المطروحة من المنظور الإنمائي في المفاوضات الزراعية المقبلة.

For its consideration of the substantive agenda items (items 3 and 4), the Expert Meeting had before it a background note by the UNCTAD secretariat entitled " Examining trade in the agricultural sector, with a view to expanding the agricultural exports of the developing countries, and to assisting them in better understanding the issues at stake in the upcoming agricultural negotiations " (TD/B/COM.1/EM.8/2).
57- عُرضت على اجتماع الخبراء، لنظره في البندين الموضوعيين من بنود جدول الأعمال (البندان 3 و4)، مذكرة معلومات أساسية من إعداد أمانة الأونكتاد بعنوان " دراسة التجارة في القطاع الزراعي، بغية توسيع الصادرات الزراعية للبلدان النامية ومساعدتها على تحسين فهم القضايا المطروحة في المفاوضات الزراعية المقبلة " (TD/B/COM.1/EM.8/2).

3. As decided by the Commission on Trade in Goods and Services, and Commodities, at its third session (28 September - 2 October 1998), this meeting of experts is convened to examine trade in the agricultural sector, with a view to expanding the agricultural exports of developing countries, and to assisting them in better understanding the issues at stake in the upcoming agricultural negotiations.
3- وعلى نحو ما قررت لجنة التجارة في السلع والخدمات والسلع الأساسية في دورتها الثالثة (28 أيلول/سبتمبر - 2 تشرين الأول/أكتوبر 1998)، يُعقد اجتماع الخبراء هذا لبحث التجارة في القطاع الزراعي، بغية توسيع الصادرات الزراعية للبلدان النامية، ومساعدتها على تحسين فهمها للقضايا المطروحة في المفاوضات الزراعية المقبلة.
