The Conference of the Parties, the supreme body of the Convention, and the entity or entities entrusted with the operation of the financial mechanism, shall agree upon arrangements to give effect to the provisions of Article 11.1 and 11.2 through the operational linkages which are discussed below;
١- يتفق مؤتمر اﻷطراف، وهو الهيئة العليا للاتفاقية، والكيان أو الكيانات المنوط بها تشغيل اﻵلية المالية على ترتيبات لانفاذ أحكام الفقرتين ١ و ٢ من المادة ١١ عن طريق الروابط التشغيلية التي تناقش أدناه؛

Recalling that in accordance with Article 11.3 of the United Nations Framework Convention, the Conference of the Parties and the entity or entities entrusted with the operation of the financial mechanism shall agree upon arrangements to give effect to Article 11.1 and 11.2,
وإذ يشيران الى أن مؤتمر اﻷطراف والكيان أو الكيانات التي يعهد اليها بتشغيل اﻵلية المالية سوف يتفقان، وفــقا للفقرة ٣ من المادة ١١ من الاتفاقيــة الاطاريــة، على ترتيبات لانفاذ الفقرتين ١ و٢ من المادة ١١،

In paragraph 7 of Article 13, the Stockholm Convention on Persistent Organic Pollutants states that the Conference of the Parties shall at its first meeting adopt appropriate guidance to be provided to the mechanism and shall agree with the entity or entities participating in the financial mechanism upon arrangements to give effect thereto.

The Convention provides that the operation of the financial mechanism shall be entrusted to one or more existing international entities and that the COP and the operating entity or entities entrusted with the operation of the financial mechanism shall agree upon arrangements to give effect to Article 11.1 and 11.2.
٣- تنص الاتفاقية على أن يناط تشغيل اﻵلية المالية بكيان أو أكثر من الكيانات الدولية القائمة، وعلى أن يتفق مؤتمر اﻷطراف وكيان أو كيانات التشغيل التي يناط بها تشغيل اﻵلية المالية على ترتيبات لتنفيذ المادة ١١-١ و١١-٢.

In accordance with Article 11.3, the COP and an operating entity entrusted with the operation of the financial mechanism shall agree upon arrangements to give effect to Article 11.1 and 11.2 (Article 11.3).
