132. The Yemeni Government has taken measures to safeguard the best interests of child victims of these practices. It has also taken steps to provide for the demobilization and reintegration of child victims of prohibited practices who were used by armed groups distinct from government Armed Forces. These measures include the following:
132- وقد قامت الحكومة اليمنية باتخاذ عدد من التدابير لمراعاة وحماية المصالح الفضلى للأطفال ضحايا هذه الممارسات كما قامت الحكومة بعدد من الإجراءات لإعادة تسريح وإدماج الأطفال ضحايا الممارسات المحظورة المستخدمين من قبل المجموعات المسلحة المتميزة عن قوات الدولة ومن هذه التدابير والإجراءات:

(b) To prosecute and/or provide effective, proportionate and dissuasive sanctions for sale, trafficking and all forms of exploitation of children working and/or living on the street, and to ensure protection, assistance and support for child victims of these practices;
(ب) أن تقاضي الضالعين في بيع الأطفال الذين يعملون و/أو يعيشون في الشوارع والاتجار بهم وفي أي شكل من أشكال استغلالهم وأن تنزل بهم في هذا الصدد عقوبات فعالة ومتناسبة ورادعة، وأن تضمن حماية الأطفال ضحايا هذه الممارسات ومساعدتهم ودعمهم؛

It is deeply concerned with the invocation of Statesecrets privilege in cases where the victims of these practices have brought claim before the State party's courts (e.g. the cases of Maher Arar v. Ashcroft (2006) and Khaled AlMasri v. Tenet (2006)) (art. 7).
وتشعر اللجنة ببالغ القلق إزاء تذرع الدولة الطرف بذريعة الحفاظ على أسرار الدولة في إطار دعاوى رفعها ضحايا هذه الممارسات أمام محاكم الدولة الطرف (مثل قضية ماهر عرعار ضد أشكروفت (2006) وخالد المصري ضد تينيت (2006) (المادة 7).

(h) Include data collection on and analysis of traditional harmful practices in national surveys so as to develop measures to tackle and eliminate such practices, ensuring the full participation of women and girls victims of these practices.
(ح) إدراج جمع البيانات عن الممارسات التقليدية الضارة في الدراسات الاستقصائية الوطنية وتحليلها من أجل وضع تدابير للتصدي لهذه الممارسات والقضاء عليها، مع ضمان المشاركة الكاملة للنساء والبنات ضحايا هذه الممارسات.

3. Calls upon all Governments to criminalize trafficking in women and girls in all its forms and to condemn and penalize all those offenders involved, including intermediaries, whether their offence was committed in their own or in a foreign country, while ensuring that the victims of these practices are not penalized, and to penalize persons in authority found guilty of sexually assaulting victims of trafficking in their custody;
٣- تدعو جميع الحكومات إلى تجريم الاتجار بالنساء والفتيات بجميع أشكاله وإلى إدانة ومعاقبة جميع مرتكبيه، بما في ذلك الوسطاء، سواء ارتكبوا جريمتهم في بلدانهم أو في بلدان أجنبية، مع ضمان عدم معاقبة ضحايا هذه الممارسات ومعاقبة المسؤولين الذين تثبت إدانتهم بالاعتداء الجنسي على ضحايا الاتجار الموجودين في عهدتهم؛
