Throughout the period under review, the General Assembly reaffirmed that United Nations visiting missions are an effective means of ascertaining the situation in the Territories, as well as the wishes and aspirations of their inhabitants, and called upon the administering Powers to continue to cooperate with the Special Committee in the discharge of its mandate and to facilitate visiting missions to the Territories.

However, some administering Powers refused to participate in its meetings and to allow it to send visiting missions to the Territories.
إلا أن بعض الدول القائمة باﻹدارة ترفض المشاركة في اجتماعات اللجنة كما ترفض السماح لها بإيفاد بعثات زائرة إلى اﻷقاليم.

As Acting Chairman of the Special Committee, I carried out consultations with the administering Powers regarding sending future visiting missions to the Territories, and I remain hopeful that our future dialogue with the administering Powers will include an agreement on this point.

8. The representative of one administering Power stated that his Government's record on decolonization had been good and that its position with regard to the dispatch of visiting missions to the Territories under its administration had not changed.
٨ - وذكر ممثل إحدى الدول القائمة باﻹدارة أن سجل حكومته بشأن تصفية الاستعمار كان سجلا طيبا، وأن موقفها فيما يتعلق بإيفاد بعثات زائرة الى اﻷقاليم الخاضعة ﻹدارتها لم يتغير.

(e) Carrying out visiting missions to the Territories as an important consultation and information-gathering tool to implement the Committee's decolonization mandate;
(هـ) إيفاد بعثات زائرة إلى الأقاليم بوصفها وسيلة هامة للتشاور وجمع المعلومات وتنفيذ ولاية اللجنة بإنهاء الاستعمار؛

2. These seminars have been necessitated by the lack of formal cooperation on the part of some administering Powers and their refusal to extend invitations to send United Nations visiting missions to the Territories.
٢ - وقد أصبح عقد هذه الحلقات الدراسية ضروريا نظرا لانعدام التعاون الرسمي من جانب بعض الدول القائمة باﻹدارة، ورفضها توجيه دعوات إلى اﻷمم المتحدة ﻹيفاد بعثات زائرة إلى اﻷقاليم.

Although the Special Committee had shown considerable flexibility in recent years, some administering Powers refused to participate in its meetings or authorize the dispatch of visiting missions to the Territories concerned.

It should also be noted that the members of the Subcommittee expressed the need to receive up-to-date information on the future political status of the Non-Self-Governing Territories from the administering Powers, as well as to send visiting missions to the Territories.
وينبغي أن يذكر أيضا أن أعضاء اللجنة الفرعية أعربـــوا عــن الحاجة إلى تلقي معلومات جديدة من الدول القائمة باﻹدارة عن مستقبل المركز السياسي لﻷقاليم غير المتمتعة بالحكم الذاتي، فضلا عن إيفاد بعثات زائرة إلى اﻷقاليم.

37. Mindful that the United Nations visiting missions provided a means of ascertaining the situation in the Territories, the Special Committee had stressed the need to dispatch periodic visiting missions and had urged the administering Powers to cooperate or continue to cooperate with the Special Committee by facilitating the dispatch of visiting missions to the Territories under their administration.
٣٧ - واستمر قائلا إن اللجنة الخاصة، إدراكا منها بأن البعثات الزائرة لﻷمم المتحدة وسيلة لتقييم الحالة في اﻷقاليم غير المتمتعة بالحكم الذاتي، تؤكد ضرورة إيفاد بعثات زائرة دورية الى اﻷقاليم وتدعو الدول القائمة بالادارة الى التعاون أو الاستمرار في التضامن مع اللجنة الخاصة في عملها وذلك بتيسيرها إيفاد بعثات زائرة الى اﻷقاليم الواقعة تحت إدارتها.

" 12. Calls upon the administering Powers to continue to cooperate with the Special Committee in the discharge of its mandate and to receive visiting missions to the Territories to secure first-hand information and to ascertain the wishes and aspirations of their inhabitants;
" 12 - تهيب بالدول القائمة بالإدارة أن تواصل التعاون مع اللجنة الخاصة في الاضطلاع بولايتها، وأن تستقبل البعثات الزائرة للأقاليم بغية الحصول على معلومات مباشرة عنها والتحقق من رغبات سكانها وأمانيهم؛

As indicated in the draft resolution that was recommended by the Fourth Committee for adoption, a United Nations programme should be developed to identify the wishes of the peoples of the non-self-governing Territories regarding their political status by means of visiting missions to the Territories.
وكما أشير في مشروع القرار الذي أوصت اللجنة الرابعة باعتماده، ينبغي إنشاء برنامج اﻷمم المتحدة للتعرف على رغبات شعوب اﻷقاليم غير المتمتعة بالحكم الذاتي فيما يتصل بمركزها السياسي، عن طريق إيفاد بعثات زائرة لﻷقاليم.

In particular, it was in favour of organizing visiting missions to the Territories concerned to ascertain the wishes of the peoples and of holding referendums or other forms of consultation with a view to the self-determination of the peoples concerned.
ويحبذ الوفد بصفة خاصة إيفاد بعثات لزيارة اﻷقاليم المعنية بغرض الاطلاع على آمال سكانها وتنظيم استفتاءات أو غير ذلك من أشكال التشاور بغية تحديد مصير الشعوب المعنية.
