It appeared to the Committee that the information submitted to it under article 20 of the Convention was reliable and that it contained well-founded indications that torture was being systematically practised in the territory of Lebanon.

2. The Committee shall determine whether it appears to it that the information received contains well-founded indications that torture, as defined in article 1 of the Convention, is being systematically practised in the territory of the State party concerned.
2- تحدد اللجنة ما إن كان يبدو لها أن المعلومات الواردة تتضمن دلائل قوية تفيد بأن التعذيب، وفقاً للتعريف الوارد في المادة 1 من الاتفاقية، يمارس بطريقة منظمة في إقليم الدولة الطرف المعنية.

If the Committee receives reliable information which appears to it to contain well-founded indications that recruitment or use of children in hostilities, contrary to the provisions of the present Protocol, is being practised in the territory of a State Party, the Committee may request the observations of the State Party with regard to the information concerned.
