Article 23.1 of the Convention requires States Parties to " ensure that the training of law enforcement personnel, civil or military " and, in particular, of " persons who may be involved in the custody or treatment of any person deprived of liberty " includes the necessary education and information regarding the provisions of the Convention.

Each State Party shall ensure that the training of law enforcement personnel, civil or military, medical personnel, public officials and other persons who may be involved in the custody or treatment of any person deprived of liberty includes the necessary education and information regarding the provisions of [this instrument], in order to:
